Harlon LaRue Wills was born on November 8, 1957, in Rison, AR, to the late Harlon R. and Lonnie Dean Bullard Will. He grew up in the Rison( Cleveland County) area and was nurtured by a large extended family, including the Will, Blackwell, and Bullard families. Harlon accepted Christ at an early age while attending the Union Grove Missionary Baptist Church in Rison, and was baptized under the pastorate of the late Rev. Nelson.

Harlon attended elementary school at Lanwood Elementary in Rison and began junior high school at Rison Public Schools. He and his family moved to Warren, Arkansas, where he completed junior high and high school, graduating from Warren High School in 1976. He attended the University of Arkansas at Pine Bluff (UAPB). He joined the United States Army in 1980 and was a Material Control and Accounting Specialist, achieving the rank of Sergeant. He served with distinction, earning two Good Conduct Medals, an Overseas Service Medal, and the Marksman Badge with a Rifle Component. He was honorably discharged in 1980. After military service, Harllon returned to California and settled in Salinas, where he was employed with the Monterey County Child Support Division as a Child Support Enforcement Officer for 30 years, specializing in asset investigations. Harlon retired in 2025 and planned to return home to his beloved Arkansas.

Harllon had many interests and hobbies. He expressed an interest in drawing and painting at an early age. He also played the guitar. He also loved the outdoors at an early age, and hunting and trapping were among his favorites as a young boy, as well as camping later in life. His early interest in the sport of boxing took him to local and regional Golden Gloves Boxing competitions, where he won numerous trophies in the lightweight division. However, his greatest passions were his car collection, which included Porsches and BMWs, and riding one of his beloved Harley Davidson motorcycles up the Northern California coastline.

Harllon is predeceased by his parents Harllon and Lonnie Will, his sister Sherby Frazier, brother Trenton Will, and special nephew Clarence Edward Frazier. 

He was adored by his family and leaves to cherish his memory: two brothers, Richard H. Will, IV. and Roger W. Will; two sisters, Carla L. Brown and Dr. Laveta Wills-Hale (Eric), his uncle, aunts, and a host of nieces, nephews, cousins, and friends.
